I agree with the significance. By now, many should be aware of MKUltra, the Agency-sanctioned program of LSD experiments unwittingly administered by prostitutes to study cognitive effects of the drug. Under Colby's tenure, however, an even more nefarious project was undertaken to subjugate the poorer classes. The experiments described below are among The Agency's darkest attempts to exploit man's greed and would best be forgotten were they not so unknown in the first place.
Set forth in Field Directive 361-GN, The Agency selected random elements of Queen's poorest from Far Rockaway and South Ozone Park. The subjects were generally Italian and Jewish immigrants, often single with few familial ties, well-unsuited for Congressional repercussions. Briskly transformed, then, with Armani ties and Brioni suits (see: Requisitions Accts. - NCK-16, SLV32/33, 34INSM, Nov. 74-Apr. 76), they were experimentally placed into Manhattan's smaller hedge fund offices. The subjects initially performed moderately well, carrying out simple trading tasks with reasonable efficiency.
Not yet satisfied, The Agency turned to psychotropic medications, code-named "Sore Ohs" to enhance performance. The unwitting shortsellers, nee homeless, began to surpass their handlers' expectations, somehow managing to find borrows on even the most thinly traded sub-$3 foreign ADRs! These new "super-shorters" began a wild rampage of profit-making, not only selling that which they, themselves, didn't own, but even turning to sell issues that other people didn't own either! The last part of that is important — this unslakeable thirst led them to open their own hedge funds for poor clients — anything to make a buck. These renegade Queens traders lived by creed to, "Sqwueeze the qwuateh till the fwahkin' Eagle screams!"
The demise soon set in on the "Grazie-Noel Project" (GNP). Shorting everything that wasn't nailed down, running out of borrows, they even resorted to post-Christmas returns of beggars' shoes at Bloomingdale's with falsified receipts. Ironically, these were the same beggars' shoes of whence they came and where they once again settled as Colby went out of tenure. Never run hedge funds for non-wealthy clients, a lesson prosthetically learned! One need only look loosely for the ties to 9/11.
