It is crucial IMHO to have a consumption tax as part of the mix of taxes because more and more people do not pay taxes and are able to hide their income in a variety of ways. A consumption tax will tap the resources of the underground economy and allow a lower rate on income. The only problem of introducing a consumption tax is that the politicians will see it as additional money and not a replacement for some of the income tax.
