This is not an obscure law. This is the way it has been long before the 80's. Any military person who has been around for awhile is aware of it.

You go on temporary duty, your separate rations stop. You return they start up again. You go to the field, your rations are either stopped or you pay for your meals. When you return, they start up again. It's the same when you enter the hospital. If your dependents are admitted to the hospital you get charged for their meals while they are there.

If you are not drawing separate rations and you go on leave, you get separate rations for the duration of your leave.

This is just a grand standing politician!
