Beneath Clinton rhetoric, a complex budget picture

WASHINGTON, Aug 8 (Reuter) - When President Clinton said the U.S. budget deficit would be
$50 billion to $100 billion next year without the balanced-budget deal, he neglected to say it will
be a few billion dollars worse due to the deal.

Clinton's omission during a news conference on Wednesday is hardly surprising given that he
signed the agreement into law this week that aims to balance the budget by 2002.

But it hints at the public relations battles that may lie ahead despite the mutual congratulation that
the Democrats and Republicans have indulged in since reaching the pact's rough outline in May
and on its details last week.
