AIDS in Africa, education in the US--in what appeared to be a policy move. Turned out, since each was either unfunded or largely so, it was about political spin.

Talk about spin...

US assistance for Aids in Africa and elsewhere was fully funded in 2002 at around $1 Billion. In the 2003 budget GWB increased that by 50%. GWB's latest even larger initiative for 2004 was just recently announced. It will take a bit to get it underway.

The financing of education is a local tax issue. Any federal funds and grants are gravy.
