US assistance for Aids in Africa and elsewhere was fully funded in 2002 at around $1 Billion. In the 2003 budget GWB increased that by 50%. GWB's latest even larger initiative for 2004 was just recently announced. It will take a bit to get it underway.

Mike, as I recall the 50% increase in AIDS money in the 03 budget was a simple reallocation from other areas; the 04 budget stuff, the big hype stuff, in so far as discussions have proceeded on funding, it's too, once again, reallocate from other areas.

As for education financing being a state and local issue, that's a bit too simple. Many states are now having to cut back on state funding for education, New Jersey is one, which means that programs either need to be cut or property taxes increase. The cuts at the state level are prompted by decreased allocation of federal government money at the state level.

In that very definite sense, federal funding affects state level.

As for the Bush education programs, they were not funded at levels promised. No one disputes that.
