as I recall the 50% increase in AIDS money in the 03 budget was a simple reallocation from other areas; Absolutely False IMO! Show me evidence! the 04 budget stuff, the big hype stuff, in so far as discussions have proceeded on funding, it's too, once again on funding, it's too, once again, reallocate from other areas. You are your own critic...on that one...Show me! In that very definite sense, federal funding affects state level. Only if states are not paying for what they should. As for the Bush education programs, they were not funded at levels promised. No one disputes that I disputed that...Show me some numbers!!! uw
