EVEN THOUGH HE MENTIONED THE 9/11 ATTACK, HE DIDN'T STATE INVADING IRAQ WAS AN ACTION AGAINST THE 9/11 TERRORISTS.
In fact, that is exactly what he stated.
He said:
"acting pursuant to the Constitution and Public Law 107-243"
Translated - "invading Iraq"
is consistent with the United States and other countries continuing to take the necessary actions against international terrorists and terrorist organizations,"
Obviously, Iraq is a sovereign nation and is by definition excluded from this part. Thus, the next part must refer to Iraq:
including those nations, organizations, or persons who planned, authorized, committed, or aided the terrorist attacks that occurred on September 11, 2001.
I'm not sure why you bring up Afghanistan. Perhaps you are trying to confuse people, or perhaps you have confused yourself. Our actions against Afghanistan were authorized over a year earlier in another act of Congress. They have nothing to do with "Authorization for Use of Military Force Against Iraq Resolution of 2002 (Public Law 107-243)".
