In the ongoing negotiations at the UN, to get a fig leaf resolution acceptable to all, Powell is offering a "constitutional timeline" - with no deadline. So far others don't seem to be buying, because

The United Nations is known to be reluctant to assume a political role in Iraq unless it has clear goals and is autonomous from the U.S.-led occupation coalition.

''On the security situation, we'll just continue to reassess it day by day,'' U.N. spokesman Fred Eckhard said. ''If we get the right kind of resolution, the hope is that the security situation could be ameliorated and that gradually, the international community could get back to its work in Iraq.''


Expect the negotiations to become more "intense" as the Oct. 23 Donors' Conference deadline approaches. As the enormity of their problem slowly "sinks in", less enthusiasm exists for what might be called "the Crawford Strategy" of getting a UN resolution that would "bail out" the sinking Iraqi "ship of fools."

Powell told European Union foreign ministers he would like the resolution adopted before the Oct. 23 start of a donors conference on Iraq in Madrid, if possible, according to an EU diplomat.

But the envoy said his comment implied that the council might not vote before then. Some in Washington have questioned having a resolution in the first place if it appeared to have slim prospects of attracting troops and money.
