he's right.

six months is not long enough.

we have a charter commission in my county that just spent
a YEAR developing a proposed new charter for a consolidated
city-county government. they needed more time.

there will be a public vote on it next month and if it
doesn't pass, another group will be commissioned to
develop another charter over the next 12 months.

it's not easy being free... especially when you have
to agree.
