I propose we spend more on defense and less on voters who choose to be paid to stay home and vote for the politicians who keeps the checks coming.

You seem very fond of Dr. King. Have you ever read his speech? If so, then you are familiar with these two paragraphs:

<font color=blue>"It is obvious today that America has defaulted on this promissory note insofar as her citizens of color are concerned. Instead of honoring this sacred obligation, America has given the Negro people a bad check, a check that has come back marked "insufficient funds."

But we refuse to believe that the bank of justice is bankrupt. We refuse to believe that there are insufficient funds in the great vaults of opportunity of this nation. So we have come to cash this check, a check that will give us upon demand the riches of freedom and security of justice. <font color=black>

In case you don't get it......I am sure Dr. King would have been appalled at the billions spent on defense when we do not have a sovereign enemy. I suspect he would have wanted some of it spent on the people you are so chary to help! He would have wanted his "check" paid in full! Financial help can lead to freedom. That means less 'shock and awe' for the Iraqis and more assistance for Americans. What a concept!! It has a nice ring to it...just as "charity begins at home" does.
