Considering that Cheney was indeed set to get what he was set to get regardless of Haliburtons fortunes(pretty much rules out personal motive here), and that the mentioned report says "MAY represent a continuing financial interest as defined by federal ethics laws," not "DOES," it is obvious that the stinkers in the woodpile are the writer Mike Allen(who twists "MAY" into it "counts"), and the liberal AFV group, who probably would write anything to make some bucks, per above.
