Halliburton got a HUGE no-bid contract under Cheney, and you know Cheney had the power to make it or break it. He lied when he said he'd sold all HAL shares. In fact he held onto options for 330,000 shares which is worth at least 8 million dollars and half that in profiut since his strike price is half the current price. He also gets 220 K a year in deferred salary.

He only said he'd give proceeds to charity after he got caught. And who's going to enforce that? Cheney is a stinker. He has proven that many times and in many ways. He believes the laws don't apply to him. And he STILL stonewalls on thie energy papers, something citizens really need to know about and should not be protected by claims of national security.
