You only need look at the order of events to see Cheney's plan.

First he gets Halliburton, with which he has a continuing large, very large, financial interest setup secretely as the exclusive contractor for military reconstructions.

Next he gets clueless George to attack someone, anyone with oil.

Then he reaps great windfalls of profit while hiding out in his bunker in the Rockies.

Just watch who controls those charities, and what privledges they allow to the donors.
