Because most of the "SARS cases" in the rest of the world were not SARS. You are putting much too much emphasis on numbers that are almost certainly bogus. How many cases in Europe had a lab confirmation that someone who returned from Hong Kong and developed pneumonia really had SARS? The number, like the US, is close to zero (the US had only 8 cases that were positive for exposure to SARS CoV). Vancouver had 4 cases, even though the suspect cases were more than 10 times higher and none were positive on lab tests.

People that caught SARS overseas caught SARS from going to an INFECTED area (like the Metropole Hotel or Amoy Gardens) not an AFFECTED area (like Hong Kong). The vast majority of foreigners who returned from Hong Kong and developed atypical pneumonia with 10 days of their return had atypical pneumonia, not SARS, although most were classified as SARS and very few died.
