The numbers would seem to suggest otherwise.

The burden for state and local taxes as a percentage of income in California is estimated at 10.6% in 2003. That ranks as 8th highest in the nation. When you factor in federal taxes, the burden is projected at 32.7%, fourth highest in the nation. Am I missing something?
