Very excellent sly play on words, and very sly psychology behind it. To the uninformed and the unsuspecting, the words sound so good, ethical and righteous. What is left out is the management fees and cost of operation and maintenance costs. When one is the ultimate owner and the only enforcer, there is no need for disclosure of the books and no accountability to anyone. It is off limits to the specially set up Iraqi council government.

This tactic is very typical and the scam practice is perfected. Like the "GOING OUT OF BUSINESS SALE" that used to last for years. Or, the "Clearance Sale" that used to last forever with alternating and endless supply of same items. None of them was intended as distress sale, but rather at very nice healthy margins. The slogans were used to attract the unsuspecting to make the shoppers think they get great bargains. Who used to run this type of businesses, and where it used to be so prevalent?

Such easy pickings, these American public. And the the sellers, so what? It works and it's smart business tactic.
