I know you can appreciate that there are no end of articles on inadequate federal funding for first responders (note that is not equivalent with funding for homeland security). But the basic text for all this, so far as I'm concerned, is the Council on Foreign Relations study, chaired by former senator Warren Rudman.

I simply couldn't resist one link. It's to Hillary Clinton's website which centers on the first responder issue. As you know, that's been one of her big concerns.
