Mike, I know you can appreciate that there are no end of articles on inadequate federal funding for first responders (note that is not equivalent with funding for homeland security). But the basic text for all this, so far as I'm concerned, is the Council on Foreign Relations study, chaired by former senator Warren Rudman. Here's the link. I would love to discuss it with you here, if you wish. cfr.org I know of no better overview of the funding needs. I simply couldn't resist one link. It's to Hillary Clinton's website which centers on the first responder issue. As you know, that's been one of her big concerns. clinton.senate.gov
