We have gone into the bizarre. The tax code should be volontary?

Certainly if someone says he is undertaxed, you can't take him seriously if he voluntarily does not pay the amount he thinks he should pay.

Especially when such person says that it is somehow unfair or immoral that he is paying so little.

BTW, do you think you pay too much, too little or about right?
