The Clinton surplus was evident in many ways. People of my age breathed a sign of relief with the assurance that their social security benefits would be paid. The lower income groups had the best increase in after tax income since the end of WW2. Unemployment was very low. The state governments were healthy. Finally, without the Clinton surplus, the Bush tax cuts would not have been possible. The country is still surviving off the economic benefits of the Clinton prosperity.
