Arrogance is a word no Bushie should ever use. This is the most arrogant administration in history. They used the same attack on Kerry. Arrogant in Kerry and Clark's case just means tough-minded. Arnold S. is also very arrogant. People like it. Bush is arrogant and people see that as tough leadership. It's the only category Bush has positive ratings on now, being the tough arrogant commander.
