No I don't think what you are saying is naive, I think rather that it is an intelligent intentional rhetorical tactic.

I think the rhetoric is in the service of convincing people of something that isn't true, but one can be mistaken without being either naive or dishonest.

Edit - Now that I think about it a 2nd time I'm fairly sure the "oh but you are" is refering to me being naive. Not me saying you are naive. I leave my original message but add a reply to what I now think you really meant. Pretty much all I can say is that I disagree.

Your argument seems to be that Bush was trying to convince people that Saddam was directly responsible for 9/11. I don't think he was doing that but it is of course possible. However even if you are right it is just about imposible to demonstrate that you are right or provide real evidence for your opinion. You can't read Bush's mind and even if you could I can't read yours to know what you know. I think people should usually only be held responsible for what they actually say, because its just about impossible to know for sure what they where intending to imply or lead people to believe without ever making a direct statement. I wouldn't require "proof beyond all reasonable doubt", but without some actual evidence your take on Bush's and Cheney's statements strike me as treating them as guilty until proven innocent, condemning them based on dislike and distrust rather then solid information.
