Are they short on experienced operatives at Langley?

Obviously don't know. But I can think of several reasons to send him. He had been acting ambassador in Iraq so he knew a great deal about the Iraqis; he had some position at the embassy in Niger before with lots of contacts so he could snoop around; he believed that Saddam had wmds and that something drastic should be done; and he's a very smart guy.
