Can you give an example of a country that does not have "fiat money"? Can you give an example of any first world countries that are not running deficits?

So what! The base inflation rate is near or at zero. I thought that as long as increasing money supply does NOT cause an increase in inflation, there is nothing wrong trying to stimulate a stagnant or faltering economy by increasing the money supply. I thought that, what would be WRONG in a deflationary cycle (or recession, where inflation is not a problem) , would be to contract the money supply. Would running large Federal surpluses contract the money supply?
