Yeah....I noticed CIBC has been / is a heavy seller and a few large sell orders were hanging around. My main concern on CEP has been the stability of its revenues and believed it was holding back the stock, even after it announced Q3 results. Now, that concern was alleviated by the recent announcement of an additional $9.5 M in contracts. So as you said, some localized selling seems to be keeping this stock down.

Have you bought into CEP? Or is a lowball bid in order?
