Does Saddam qualify as an extreme case?

I'm just cautioning that, before you start down such a road, you need to be sure you can draw a bright line at what you call extreme cases. Who would decide which are the extreme cases? Based on which criteria? Are there any limits?

We have this concept of sovereignty and sovereigns. I'm not opposed to making changes to it, only to do so hastily to achieve a promising objective without considering all the potential downsides. My gut tells me there are are some significant ones. I would buy into it if the despotic regime were that of an outside invader. But a culture has to accept responsibility for a home-grown despot.
