One thing that comes to mind - Dubya hates leaks. So, there could be an element of "don't throw me in the briar patch" at work here.

For non-Norteamericanos - "Don't throw me in the briar patch" is what Brer Rabbit said when Brer Fox caught him - "hang me, boil me, skin me but please, please don't throw me in that briar-patch." Naturally, rabbits don't really have any problem in briar patches, and as soon as that mean old Brer Fox threw him in the briar patch, Brer Rabbit laughed and ran away.

In other words, this scandal may be similar to the Trent Lott scandal. It just might play into Dubya's hands.
