Well, even if no HR directors are evil, it's still true, as I wrote, that not all HR directors are evil, though I agree the connotation suggests otherwise. But if there were no evil HR directors in the world, why the strong stereotype? I mean, we don't have a stereotype that all HR directors are skydivers. Stereotypes are often (usually?) false as to most individuals, but OTOH, stereotypes don't come out of thin air. If they don't have "legs" they quickly die off.

Now, I have never worked under/with/for a full time HR director, having never been in that size company. So I admit to no personal knowledge of HR directors (which is what makes stereotypes both useful and dangerous). But I imagine that many people who are fired by HR directors can reasonably believe them to be evil, particularly when they sign a bunch of pink slips.
