Clinton did not run a deficit every year. A bald-faced lie. One of thoswe GOP mis-statements to try and erase the truth from peoples' minds. CLinton left with surpluses galore. The national debt clock was running backwards for a nice long period. He also balanced his budgets there. Over the strident objections of the Gingrich congress I might add because it involved raising taxes.
