Not really, it's much more a question of ACCLIMATIZATION. Since black people and their ancestors have mostly lived in hot climates, they feel the cold more. I live in New Orleans and when I am still walking around with just a shirt, I see blacks bundled up in jackets, scarves, gloves and hats. Some of them I'm sure are more physically fit than I am. That's not racist, it's just the way things are!
