But none started a war..........I'm sure you understand the huge difference. None of them escalated the war by making an actual invasion, but in a very real sense we have been in a low level war with Iraq from the time Kuwait was invaded until Baghdad fell (and we are still in a low level war with elements in Iraq). All of them made comments supporting that war, and Clinton actually ordered attacks as part of that war. Clinton ordered bombing and missile strikes on Iraq, I would call that waging war. Tim
