AMT is the kind of goofy crap you have to dig into Congress to figure out. Maybe someone enunciated a fairness principle long ago, but Congressional staffers (all 20,000 of them and growing) actually create this garbage. Then overworked, short-attention-span-afflicted Congressmen vote on it and the stupid crap becomes law in all sorts of nasty ways. And executive agencies get stuck implementing it in their usual bull-in-a-china-shop fashion.

People rant and rave about who is in the White House then they reelect incumbent Congressmen at almost a perfect 100% rate.

Guess what - the devil is in the details on the Hill (who even now could stop the fiscal insanity in Iraq, but probably won't).
