That fact is that India is a hovel of a place. But the good thing is that they vote to be poor. Nobody is making them. When they finally figure out that the British Disease of Big Government, Marxism, Unions and Bureaucracy are the problem, not the solution, they might vote for secularism in government, private enterprise, capitalism, freedom and borders open to trade. Then, the creative energy and desire for a better life will make India blossom.
Until then, it's a matter of poverty, dirt and squalor.
