No. He bombed pre emptively. In Iraq, the Sudan, Yugoslavia and Kosovo.

BTW, did the Clinton Administration know that the Sudanese Pharmaceutical Plant was making biological and chemical weapons for OBL? Or did they use the best intel available to them?
