The operative word is had. Saying that without saying when misleads without outright lying.

It's quite true that Saddam had WMDs years ago. He used them openly against the Kurds, killing thousands with nary a pip from the Reagan/Bush administration, who were his pals at the time.

The WMD story has undergone an interesting evolution: from Saddam has WMDs, to Saddam has WMD programs, to Saddam had WMDs. When Bush repeats this mantra in speech after speech most Americans (as can be seen by your post) think it refers to the very recent past, like a few months ago, rather than years ago.
