Now that Annan has gone from expressing displeasure with the revised US draft for a UN resolution, to offering an alternative "blueprint" (Sorry no link), I believe the US has two choices. One is to revise the revision so that Iraqis get their sovereignty much sooner, than the current US plan would allow. Two, "hang tough" and have a vote on the current draft. This will result in about a half dozen or more abstentions. Whether the UN itself will return in force, without more of a consensus on the Security Council remains to be seen.
