while i haven't had the pleasure of dealing with this problem, i will still make some suggestions...
i agree that the power supply would be a very likely suspect.
i think one should start with cables and checking to see that they all connect properly. while this seems the simplest and most common, for some reason people tend to jump right past this initial troubleshooting step. i once set up a new dell for a friend and it wouldn't start, out of the box. while i was on hold waiting for a dell tech, she had opened the case and found a loose wire, asking me, "could this be the problem?". it was a wire to the reset button on the front of the box. connecting it solved the problem.
if there is a surge protector, it may have a reset button. if not, try removing the sp from the equation, or plug a lamp into it.
the prob might be memory related. you could try reseating the sticks. if there are two mem sticks, you could try removing one to see if it makes a diff. same with reseating cards. trying different slots if they are available might produce good results. reseating the cpu has been effective for some with your friend's trouble.
does the pc just sit there, totally dead? does it emit beeps? as you may know there are beep codes that point to the problem.
