He won't have to,you just said it previously. The economy is getting better. It's called economic growth.

I think he wants those people to stay in Calif. Also maybe because of the state people who receive it, have done a bad job of managing it previously. The rich are rich. If there is money to be made by a rich person. Would it not be better for them to create high tech companies to employ workers with less. Would you rather they just sit on treasury bills and pay their fair share according to tax laws?
