Nice try but the war with Al Quaida started in 1996 when Bin Laden declared war the on US and Clinton did nothing. On Cliinton's watch: Somalia, USS Cole, Tanzania Embassy bombing, Kenya Embassy bombing. Clinton didn't think it was important enough, so Al Quaida gains extra strength for years and the 9/11 plot planning began on Clinton's watch as well.
