Seems to me that a hospital's first responsibility is the well being of the patient. If in an emergency situation it has to cut some non-medical corners to assure that, then it should. Hospitals probably have policies that you don't work on patients in the hall, too, but if there are no rooms available and someone in the hall is having a stroke...
