Did Davis really suggest that the statute of limitations
be waived in Arnold's case????

I've never heard of such a thing,
at least in the criminal arena.

It's possible for a defendant to waive
the SOL in a civil action, but must have
engaged in behavior that essentially amounts
to an estoppel.

I would think that the prohibition against
ex post facto laws would preclude
selective waiver in criminal matters.
