I just read an article in the paper about the school district I'm in. At the end of the '99 school year they had a surplus of $23 million. They now have 5% more students but 15% higher revenues. This school year they will end $5 million in the hole. They got a little ambitious in adding new programs like 1 teacher for every 5 students.
