My initial comment was about there flagship college campuses--Berkley, UCLA

I went back and checked and now see that I misread your first post. I know of no state in the Union that spends money on higher education like California. Their Jr College program is unsurpassed, and way overpaid. They seem to have no trouble competing for people in the top Universities.

But if we started on the upper end, I could get energized about what they are doing also. Waaay to much money going into Liberal Arts and not enough into technical. An out of control Bureaucracy that is overpaid.

The first major structural change that needs to be made at the College Level is to eliminate Tenure. Once that is done, the rest will be much easier to accomplish.
