That is not an answer to the question, though, is it? :-)

Again - Who are you calling "thugs", to which governing powers of Iraq should not be left to? The article was saying it should be left to Iraqi Governing Council. Are you calling its members "thugs"? I hope not. US occupation forces chose them, after all :-)
