California's population has exploded during those years.
People aren't leavingt California (a big GOP lie) they're coming here too fast.

Both Wilson and Reagan increased spending at greater rates than Davis. Reagan also raised taxes which Davis has not done. 40+ sta6tes have deficits now. Bush has given us the greatest deficit in the history of the universe. 500 billion alone this year. This is not a partisan issue now. How to balance budgets? Very very difficult. if Arnold had discussed specific cuts he may have been defeated, because the cuts he's going to have to make will be very unpopular.
