As Laz pointed out, California's population growth has been miniscule during Davis' tenure.

An influx of revenues does not "cause" a huge surge in spending any more than a buffet table or the availability of a Quarter Pounder causes obesity. You spend because you choose to spend, or lack the discipline not to when it is ill-advised.
