500,000 foreigners constitutes 1/70th of California's population. Even if they all moved in since Davis took office in the same year, it would only increase California's population by about 1.4 percent. Spending under Davis went up by over 60 percent at the peak, and even after the draconian cuts was still up about 50 percent from when he took office. This was being caused by the need to send the kindergarten children of foreigners to school?
