Maybe I am old fashioned, but as a believer in separation of powers, it seems to me that governors don't actually make laws, they execute them. Well, they can veto them, too.

I don't really know the intricacies of California law but that's the way it works in Virginia.

Presidents have more latitude because they get to set foreign policy. Except for Mexico, California governors don't "do" foreign policy much.

Anyway, that's my impression. All a governor can do is execute the laws.
