Cheryl, in my contacts with people working for various factory automation integrators, some the the best ones had technical school degrees rather than engineering degrees. So I think the potential workforce pool may be somewhat wider than your comment would indicate.

Smarts and experience are the key attributes of a good factory automation person. Where I work, usually we cringe whenever someone with an engineering degree undertakes to modify Programmable Logic Controller programs...means we'll have our hands full fixing the f**k ups. We did have one really brilliant engineer. Naturally, they got rid of him. :-)

Re TOPRO specifically, where and how they hire is an interesting question that could be posed to their management.
