I had the "reuse windows for launching shortcuts" button selected. I just deselected it, hit apply, and OK, and restarted the computer just in case. It still is not making any difference. The windows are still defaulting to an all open position. I think I'll go back to a display refresh rate of "optimise" and see if that does the trick.
